Iowa One-Party

Licensing & Regulation

Iowa licenses PIs through the Iowa Department of Public Safety, Private Investigative Agencies, under Iowa Code Chapter 80A. Applicants must be 18+, pass a background check, and (for agency licensure) post a $5,000 surety bond. Renewal is every two years.

Physical Surveillance

Public surveillance is permitted. Iowa Code §709.21 (invasion of privacy — nudity) and §708.11 (stalking) constrain intrusive surveillance. GPS tracking on a non-owned vehicle is risky.

Audio & Video Recording Consent

Iowa is a one-party-consent state under Iowa Code §808B.2(2)(c). The recording party must be a participant.

Domestic, Marital & Infidelity Investigations

Iowa is a no-fault divorce state. Marital misconduct rarely affects property distribution. PIs document patterns and public conduct. Accessing a spouse's accounts may violate Iowa Code §716.6B (computer trespass).

Cybersecurity, Hacking & Digital Investigations

Iowa Code §715.1 (computer fraud) and §716.6B (computer trespass) apply. OSINT is permitted; pretexting is barred federally.

Missing Persons, Skip Tracing & Harassment

Iowa Department of Public Safety coordinates missing-persons cases. DPPA fully applies. Iowa's stalking statute (§708.11) is broad.
