Utah One-Party
Licensing & Regulation
Utah licenses PIs through the Department of Public Safety, Bureau of Criminal Identification, under Utah Code §53-9-101 et seq. Applicants must be 21+, demonstrate experience (typically 2,000 hours of investigative work or equivalent), pass an examination, submit fingerprints, and post a $10,000 surety bond.
Physical Surveillance
Public surveillance is permitted. Utah's stalking statute (Utah Code §76-5-106.5) constrains intrusive conduct. GPS tracking on a non-owned vehicle is risky.
Audio & Video Recording Consent
Utah is a one-party-consent state under Utah Code §77-23a-4. The recording party must be a participant.
Domestic, Marital & Infidelity Investigations
Utah allows fault-based divorce; adultery is a ground. PIs document patterns. Accessing a spouse's accounts may violate Utah Code §76-6-703 (computer crimes).
Cybersecurity, Hacking & Digital Investigations
Utah Code §76-6-701 et seq. (Computer Crimes Act) parallels the CFAA. OSINT is permitted; pretexting is barred. Utah has a Consumer Privacy Act.
Missing Persons, Skip Tracing & Harassment
Utah DPS coordinates missing-persons cases. DPPA fully applies. Utah's stalking statute is broad.
